731.2 - ELECTRONIC SURVEILLANCE
The Auburndale Board of Education recognizes the District's responsibility to maintain order and discipline in school buildings, on school grounds, and in school vehicles. The students and staff of the District recognize that their security and safety depends upon the capacity of the District to maintain discipline and that a certain amount of restraint upon the activities of students is assumed and expected. The District desires to afford students and staff privacy in respect to the records maintained by the District.The Board recognizes the value of electronic surveillance systems in monitoring activity on school property and in school vehicles in protecting the health, welfare and safety of its students, staff, and other authorized occupants.
The Board authorizes the use of electronic surveillance in the form of video cameras and audio recorder surveillance on school grounds and in its transportation vehicles as follows:
1. The District shall notify its students and staff that electronic surveillance may occur on any school property or on any transportation vehicle. The District shall incorporate said notice in the handbooks, post notice at the main entrance of the school building, and on the entry door of the any bus that may have electronic surveillance equipment in operation.
2. The use of electronic surveillance equipment on school grounds and on other District property shall be supervised and controlled by the building administrator or other responsible administrators.
3. The use of video/audio surveillance equipment in transportation vehicles shall be supervised by the school administration.
4. The use of video and audio recordings from surveillance equipment shall be subject to the other policies of the District including policies concerning the confidentiality of student and personnel records.
5. Electronic surveillance shall only be used to promote the order, safety and security of students, staff, property, and other authorized individuals.
6. Video/audio tapes that have been used to record activity on school transportation will be kept for a period of five days. Should there not be any request or need to review said tapes, the tapes may be reused or cycled back into use and be recorded over with new activities. The entire tape or segments of the tape may be kept and stored for the period of time as required by the significance of the activity recorded and in accordance with Wisconsin State Statute 118.125(2).
7. Recorded tapes may be reviewed as authorized by the school administration.
8. Disciplinary action may be taken based on a video and audio documentation.
9. When applicable, video and/or audio tapes of students will be considered a behavioral record with student rights and privacy maintained.
10. All tapes viewed or listened to by law enforcement, parents, or any persons outside of authorized school personnel will be documented in a log with the date, time, reason, and names of individuals reviewing the tape.
