180 - BOARD MEETING OPERATING PROCEDURES
The Board holds regular and special meetings to conduct business. These meetings are open to the public, unless they are moved to closed session under the provisions of State Statute 19.85.Board meetings are not open community forums. However, the Board President may allow residents to speak to an agenda item provided he/she feels that it is in the best interest of the Board to do so.
Residents are provided an opportunity to speak on any topic under “Recognition of the Public Who Wish to Comment to the Board”. The President has the authority to limit such commentary, particularly if it becomes redundant or repetitious. The Board will not engage in open discussion on topics that have not been properly noticed as an agenda item.
All Board meetings shall be conducted according to the following guidelines:
1. Robert's Rules of Order shall govern the conduct of all meetings, except when they conflict with rules of the Board or state law.
2. All scheduled meetings shall be considered legal when a quorum is present. A majority of the total members of the Board (three members) shall constitute a quorum. If a quorum is lacking, the meeting shall go by default as no legal action can be taken.
3. Voting at Board meetings will normally be by voice vote, unless a roll call vote is required by law or requested. Any Board member may request a roll call vote on any question under discussion. All members of the Board shall have a vote including the Board President.
4. Unless the statutes specifically provide otherwise, secret ballots may be taken only to elect Board officers.
Whenever school district Board meetings are tape recorded, the tape must remain in the school at all times. Any person wishing to hear the tape must do so in the school building. Tapes for meetings that have been recorded will be retained for 90 days after the minutes have been approved and published.
Pursuant to Wisconsin Statutes 19.84(3), the Board of Education meeting notices and agendas will be posted at the elementary and secondary building entrances at least twenty-four (24) hours prior to commencement of such meeting unless for good cause such notice is impossible or impractical, in which case shorter notice may be given, but in no case may the notice be provided less than two (2) hours in advance of the meeting.
